El Congreso de los Estados Unidos. Un largo predominio demócrata: 1933-1981
Resumen
A lo largo de los casi 50 años que corren entre 1933 y 1981, los demócratas tuvieron el predominio en el Congreso. Podrá disputarse si este período puede ser considerado como uno solo o si son varios en realidad, pero lo cierto es que en su transcurso la sociedad norteamericana sufrió transformaciones muy profundas, que sentaron las bases de la que hoy conocemos. Hasta la década de 1930, Estados Unidos era un país que, sin perjuicio de sus divisiones internas, partidarias e ideológicas, era profundamente conservador. El poder político lo ejercía, monopólicamente, una mayoría blanca, masculina y protestante, mientras que las mujeres y las minorías étnicas y religiosas tenían una participación marginal. A comienzos de 1980, ello se había revertido significativamente y el Congreso no fue ajeno a estos cambios. Otro dato que debe destacarse es que, a lo largo de este medio siglo, el Congreso norteamericano tuvo que enfrentar, como otras tantas legislaturas, el embate arrollador del administrative state, el cual –aunque motorizado por la crisis económica de 1930– estaba en marcha desde antes por impulso de las nuevas doctrinas que reclamaban una mayor intervención estatal en la economía. Nada de ello le hizo perder, sin embargo, su continuidad ni su presencia institucional.
