Freedom of expression is crucial for the exercise of fundamental rights, the development of people and the existence of a free, participatory and democratic society. The impact of the Internet has changed our lives, as we now have a considerable flow of information that we did not previously have within our reach. This flow of information does not imply that citizens are more informed than before, or that with that information they necessarily exercise a better control of the acts of government that all democracy demands. This paper first explores general questions about freedom of expression, and then examines some of the new challenges posed by the digital age in this area.
