Sleeping Laws: Amparo as an effective human rights remedy

The paper analyzes the suitability of the amparo proceedings to guarantee the protection of human rights against the State’s omission to regulate the implementation of a right. Through the analysis of various judicial decisions, the author illustrates how the amparo is an appropriate tool to enforce constitutional and legal norms, whose lack of implementation prevents the full operativity of fundamental rights.
