The saturation of cases before the European Court of Human Rights has led to the review of the access system and operation of this jurisdiction. For this reason, in 2010 Protocol nº 14 entered into force to the European Convention on Human Rights. It envisages measures to disallow claims when it is necessary, and to resolve similar cases quickly. It also includes measures to resolve conflicts, among which we find the new role of the European Commissioner for Human Rights.
