The right to good administration has, in our time, its own distinct features and characteristics that stem from the rule of law in its substantive dimension. It is grounded in human dignity and is considered a highly significant fundamental social right. In Europe, it is enshrined in Article 41 of the 2000 Charter, and today it is so central to administrative law that it can be said that administrative law in our context is either the law of good administration or it is not administrative
