Artificial Intelligence and the Registry of Intellectual Works: Authorship, Regulation and Registry Function

This article analyzes the impact of generative artificial intelligence (AI) on Copyright and the registration function, emphasizing that human authorship is the inescapable pillar for legal protection. It examines the transition of copyright offices into strategic nodes facing quantitative and qualitative challenges, such as the evaluation of hybrid creative processes. The study highlights the Asunción Action Plan (2026-2027) as a regional governance framework to harmonize criteria in Ibero-America. It concludes that as long as AI acts as an autonomous agent without significant human intervention, the output is a non-protectable "mere product". Institutional modernization must integrate technologies like blockchain and AI detection systems to ensure legal certainty and algorithmic transparency.
