Español Participatory Budgeting and Municipal Autonomy: An Implicit Conditioning Factor for Citizen Participation?

This thesis aims to develop a method to evaluate the implementation of a specific participatory budget program and to compare it with others based on its common elements: the amount allocated to the policy; the population involved; and the projects voted for. The participatory budget, being a mechanism for citizen participation and deliberation, is a public policy that can be affected to a great extent by different factors derived from the context in which it is developed: legal framework, political direction, socio-economic characteristics of the community and the competencies of the entities that implement it. Faced with this multiplicity of factors, it is essential to have a method to analyze their real impact on the implementation of the Participatory Budget in order to reach a better understanding of them.
The objective of this thesis was to analyze a possible relationship between participatory budgeting and municipal autonomy, using as a reference the study of the municipalities of Buenos Aires and Córdoba, which implemented this policy from 2001 to 2023. However, this article will focus on the method used.
